Profile:
William Hill, CFSP, CFC
Position:
Vice President - Programs
Stats:
Worked for the State of Washington 42 years, racing cars 41 years married 40 years
Education:
B.A.: Transportation Economics,
Washington State Univ.

How I Got Started: Five months into the first state job with the Utilities and Transportation Commission, saw a college friend in a discussion with a supervisor. Was informed the friend was the new State Archivist. The supervisor asked if we knew each other and I said, “We were in the same dorm at WSU.” Supervisor said, “Fine, you are in charge of records.” He was not my boss, but it stuck and I performed Records Management for almost 42 years in two agencies.

One of the duties in the first state job was to supervise the small offset pressroom, including running the presses when needed. Also supervised the storage room, mailroom and Addressograph room (my title was Transport Tariff Analyst - go figure). Became the main contact with the State Printer.

The Commission moved and it was my responsibility to organize the forms and establish a forms inventory system for the new building. Forms Management was an evolvement.

After 10 years, promoted from a small to a large state agency. The first assignment was to establish a records retention/ management program followed by a forms management program. The new supervisor sent me to a 13-week course on Forms Management at a community college, taught by Norm Chilton, who introduced me to BFMA.

Professional Duties: During my tenure as the Forms and Records Manager of one of the largest state agencies, it more than doubled in size. However, with proper monitoring, the number of forms stayed the same over the past 32 years. We went from 1.6 forms per person to .6 forms per person. There were 350+ forms on the Internet in PDF format plus a number of projects in thick client Eforms when I retired.

BFMA Roles: the V. President of Programs for BFMA International Previously: Director of Education and Region 1 VP. At the Chapter level: have held offices of: President, V. President, Education Chair and Awards Chair and currently the Membership Chair of the Northwest Washington Chapter

Favorite Book(s): Auto racing and history, WWII aviation and investing. Also subscribe to numerous magazines centered in sports cars and GP racing. “Catch Me If You Can” was a fun read as was “Do as I say, not as I do”. Also recommend Rob Barnett’s latest book “Forms for People” for the latest in our industry.

Other Vocation: Have been racing cars since 1966. Won 3 West coast Runoff Championship races in the last 10 years. Over 20 Championships overall and many wins in all types of cars: from small sports cars to Formula Atlantic cars. Also competed in the Can-Am Pro series finishing 3rd in points in its last year. Also a brief foray in the "Escort Enduro Series". In each Indy 500 race since 1977, there has been at least one driver I have competed against. Celebrated my 40th year of racing with a championship.

Passionate About: Pat (wife), Jupiter and Marie (birds), WWII airplanes (great small museum in Olympia), photography and the feel of drifting through a corner and hitting the throttle just right to pass that racecar in front. Really enjoy instructing, be it on forms analysis and design or how to race a car.

Personal Statement: I have taken personal growth courses, supervisory courses and management courses at the office, but none of them offer the degree of education I received by becoming involved with BFMA. Taking on the responsibility of a chapter office and/or committee chair, working with volunteers can be challenging, educational and extremely rewarding. Plus, you get to learn about your industry. I highly recommend that you become involved with the leadership of your Chapter or at the Association level. Before you know it, BFMA is family, a very warm rewarding family.

Trivia: The attached picture was taken during a public address interview just before the start of the Can Am race at the racetrack in Milwaukee, Wisconsin.
